im 14 and a lot of times i watch tv and do stuff and im wearing shorts and a short sleave shirt is it okay to let my penis hang out and if someone comes pull them up?

as long as its OK with whoever is living with you. If you live alone...let it swing to and fro..
Lots of people like to be without clothes while at home. Knock yourself out.

Of course its OK as long as you can't be seen by anyone outside the windows. Just be aware that if you can be seen from outside your house you could be charged with indecent exposure. But if the drapes are closed and if nobody inside the house with you objects then why would it be a problem?
There is certainly no medical reason why you shouldn't let it hang out or go completely nude.
And, as mentioned above, lots of people go nude when they are home. It feels so good to let the air move around your entire body as long as you aren't cold.

There is not problem with letting your penis & balls hang free when you're in you own home. As long as it's ok with family and you and they are ok with it or if no one is around. Our penis & balls need to breath at times so let them out. Now if you pull it out for sexual reasons like masterbating or because it turns you on to let it out, just be carfull not to over due it & get into trouble.

It depends...
Physically, the only harm that it can do is if you strike something. I mean, if you're not bumping your schlong into stuff, it should be perfectly fine. Maybe even good for it, seeing as how it's cooped up in the pants all day long...
Emotionally, that's a different story. If someone sees you like that, you're in trouble. ;-)

Yes, its totally fine as long as no one sees you. However, if its a male like your dad and you see each other naked normally than it may be alright to do that in front of him. Just ask first.

I wouldn't want to have someone having their junk "hanging" out in the open at my house. I'd have to say its not okay ..

Sure, go nude if you want. Just have something handy so you can respect other peoples modesty. Not everyone may want to look at you nude.
