As a starting point, a persuasive essay tries to make the reader take sides in usually controversial issues (abortion, death sentence, immigration, etc.)

A advocacy essay takes up the side of a person or group of people who cannot stand up for themselves.

My suggestion is to state what the employee privacy rights issue is all about, take a stand on one side or another, and then list your arguments in favor of your stand. Tell the reader the issue, what you intend to argue, the arguments in favor of your issue, and then a summary of why what you said answers the issue of somebody standing up for that issue.

For instance, you might start:

Today's workforce in the United States of America is estimated to be 165 million people. An issue that has become very large in the eyes of many is that of employee privacy rights. I intend to demonstrate through the following points that this is a significant area that is not being adequately protected by the present laws. I will further supply suggested methods of improving this situation so that all employees are adequately protected.

My evidence includes references to numerous newspaper articles and magazines.

Firstly, the laws are not clear as to the exact definition of employee privacy, which opens the door to abuse by employers and the general public.

Re-word it if you want. Now, I really have to disagree with that, because people abuse their privacy at times.

Now this is what I would write about.

Thesis:
-Employees should not have privacy in the work place.

Points:

-Employees might spend a good deal of their time on non-productive things, like online shopping or even porn.
-Employees might abuse the privilege and if they do something scandalous, that would be a bad thing for the company.
-Employees are paid to work, and there is nothing personal about their job.
