Well, first check your Internet connections to ensure that your are in fact able to access the Internet. Once you have done this there are multiple ways to get on line- each depending on your problem.
1. If you have problems opening a web page on your original try, it may be that your download had some erroneous data- go to add and remove programs and delete the Internet explorer 7 from the list. (your older Internet explorer should still be somewhere on your lab-top. Next run the search program and locate your old Internet explorer) right- click on it and hit run. Then go to a site (preferably a different one from your original selection and re- download Internet explorer 7.
2. If a message pops up that says that you can not access the Internet due to restrictions in place on your computer I have found it useful to go to a link that is normally available on your computer in order to access the Internet. (for example in Microsoft office word clicking on "go to Microsoft office on-line" often works)

What exactly do you mean by not being able to "get online?" How do you access the internet? Do you have broadband or dial-up? Who is your provider? Do you get an error message when/after loading IE?

I had the same problems when I downloaded it, and many others that drove me crazy.
I finally deleted it and re-installed Windows 6...voila! No more problems.

you might have to go to control panel then internet connections and turn your connection back on by right clicking it and enable it.
