If you threaten to get the police involved most schools will take immediate action to avoid that kind of publicity. This kid needs to be landed on hard, not treated with kid gloves. Most career criminals will admit that if the system had hit them hard from the beginning they may have chosen a different path.

Your parents may be able to help, but here's an idea:
Tell the authorities discretely and anonymously. Tell them about what the kid did and the principal's actions. Chances are, the kid will be taken to a rehabilitation program (if not juvinile hall) and your principal (who seems very corrupt) will be replaced and/or arrested. Also, if there ARE any authorities on Yahoo! Answers and they see this question, chances are that they will take action.

Talk to the superintendent of schools anonymously. Then report the people involved including the principal to the local newspaper and police dept. anonymously. shhhhh never tell anyone that it was you that called and told. Someone needs to investigate.
