Please help!!!! I have a very lathargic sick lifeless tadpole! I need to know if its stress can I do anything? He has a white coloration thats forming on his skin. HELP!

I don't think he's stressed. I think he has some kind of fungus.

Quit letting the cat jump around by his aquarium and the tadpole will probably feel just fine.

Sounds like Ick to me- though I didn't know that amphibians could get it. Go to your pet store and look at Ick bottles in the fish department- see if they are ok for amphibians.
Get him separated from the others ASAP, so if he has something, he can not spread it. Change the water as well- let the water sit out before you change it and don't change more than half at a time. How is the temperature? Too warm too cold?
It might be too late for this tadpole, some of every batch always die, but you can try to save the rest of them.
