You must take out the battery immediately!!!
1)First, immediately after your phone is wet, remove the battery. Do not try to power it up. The largest majority of damage done to a phone that has incurred water damage is from the owner attempting to turn the handset on before it has properly dried, which, due to the architecture of the phone, may take up to two weeks.
Powering the phone up before it has dried can cause irreparable damage.

First, before you abandon your phone
try seperating it from the battery and putting it in the fridge...this may help with some of the water dmg.
Second, sadly for you there really is not way around paying for a new phone. You either have to pay money in activation fees or you have to get them from the retailer. You might try looking on Ebay, but I doubt you will have too much luck there. Your best bet is not buying one of the universally worst rated phones on the market, and I say that with no bias. Razors simply are not reliable.

Let the phone dry out. My husband has dropped his cell phone in water 2 times, and both times it didn't work at first, but when he took the batter out, and let both parts dry out for a few hours, the phone was fine.
You might not even have to get a new phone. Just wait and see what happens. If not, the store will probably be able to plug something into it, and retrieve the numbers on a computer. If not, leave a voicemail on your phone explaining that it isn't working (if the drying out thing doesn 't work), and can they please leave their name and number so that you can get back to them.
I hope this works out, I would be so mad!!

Take the battery out and put the phone in your oven at a very low setting - like 150 degrees for about 1-2 hours. It should be fine.

Ive done that before and it doesn't mater what kind of phone it is Alltel doesn't have access to you phones memory and there really isn't a way to get it back

Take the SIMS chip out and put it in another phone...it is the chip that stores everything, NOT the phone
