Also, what's the one where this chick just starts going out with this one guy and then the army turns her into an ultimate weapon and stuff?

The first one is Kimi ga Nozomu Eien(Rumbling Hearts).
It is a great anime.
The second is Saikano(She, The Ultimate Weapon).

It's Kimi ga Nozomu Eien. It's also known as Rumbling Hearts or The Eternity you wish for. The second one does kind of sound like SaiKano.

The first one makes me think of Yu Yu Hakusho, except well.. a guy gets hit by a car and.. dies. lol.. I just had to say that for some strange reason.
