Just wait for the next natural disaster to occur. They are usually accompanied by either floods, tornadoes, earthquakes--you know, the usual. Oh, yeah! Did I mention 1000's of displaced people? Usually plenty of them also. Don't forget to bring a couple of pieces of fraudulent identification--the Federal Emergency Management Agency won't cut you the $2,000. credit card without it!
