would it have been better(and cheaper) to make existing government agencies do their job and cooperate better?

No I do not believe it is. Like you said...it would have been easier and cheaper for the government to do their job in the first place.

But, that is what happens. Instead of holding government accountable..they create another agency to make sure that agency is doing their jobs...

No the entire 'Homeland Security' smacks of the Nazi Brown Shirts.... it would have been better, and safer (for Americans) to improve communication between agencies... and to remove deranged partisanship from the executive branch.

If the Bush administration had not thrown out the Clinton administrations intelligence on Osama bin Laden 9/11 would not have occurred.

Yes it is necessary. This is a result of 911. This department is suppose to help bind the other agency's so there is more cooperation and exchange of information. It's a new department, but I feel it will be extremely valuable once the kinks are worked out. It takes time. We have really gone too far in our instant society, and have lost concept of real time.
And for those that use FEMA as an example, FEMA worked very well for Florida for the 6 major hurricanes we had to deal with. They need to look at the locals for their failure in New Orleans.

Exactly, it's the biggest scam in bureaucratic history and a way to spread money around to phoney security companies, like Rudolph Giuliani's. FEMA has been decimated, no one knows which end is up, and that's the best way to hide the costs. They're stealing billions of tax dollars and all people keep talking about are immigrants and welfare, the oldest trick in their book, give 'em somebody to hate, and people just keep falling for it. They sure must be having a good laugh.

YES! Homeland security just brought more inefficient bureaucracy to already well too bureaucratic US Govt. made even bigger and inefficient by Bush/The GOP. All that needed to happen was reforms at the CIA & FBI who did a great job for 70 years to stop communism/Soviets and win the Cold War.

yes. it's awesome that only one department has collected our phone bills, tapped our phones without asking a judge first, kept your grandma from bringing hand lotion on airplanes, and let a bunch of americans drown after a hurricane they knew was coming. in other countries, you might need a lot of departments to take freedom and give nothing to their citizens. but in republican 'murrica, just one department can screw up lots of important things all by itself!
