What would you thin water out with ? Alcohol?

If you are talking about "thinning" in the sense of lowering the viscosity, you can thin out water with another liquid that is soluble in water that has a lower viscosity than water; for example methyl alcohol or acetonitrile both are water soluble and have lower viscosity than water. When mixed with water in all proportions these liquids will prodeuce a mixture with a viscosity lower (thinner) than water.

You are not thinning out other liquids. You are thinning the solids in the other liquids with more of the solvent. Such as paint solids being thinned with more paint thinner added. Paint thinner is the solvent.

You could not thin out alcohol, or gasoline in the sense that you are discussing. You could dilute them with another liquid, possibly water. In that sense you could dilute water with alcohol, so that your resulting liquid would have less water.

Soap thins out water or atleast reduces the surface tension. Floating objects that would normally float would sink in soapy water.
