but i dont want it to be very expensive, and not to burn too much gas

horsepower = $$$$$ and gas lots of gas
the good thing about a mustang is the huge selection of bolt on parts the first few things that i would do is add a better exhaust system , k and n air filter , and a set of under drive pulleys a sniper nos kit is also a good way to go fast cheap but you need to make sure you fuel pressure is right

No modifications increase fuel consumption, they only seek to lower it, or at best, maintain your current economy. Gears might increase your mileage around town (less time rowing through gears) but you'll suffer on the highway. Depending on how aggressive you are with the gears you may end up at a wash, but most lose mileage a little bit. (Gears are the best bang for the buck mod under $500 aside from nitrous.)

Cold air inductions, catbacks, etc don't increase gas mileage, and usually don't increase power. (1hp doesn't justify their cost).

Chips do not increase gas mileage, and usually only add 1-4hp to the wheels. A chip is only worth the money when you're dyno tuning your car after you've significantly modded it (heads, intake, cams, or power adder.) Off the shelf chips also bump the timing so you'd need to run premium fuel which costs you more money.

The bottom line is this:
If you want power you sacrifice economy. Superchargers and turbos are the best way to add power and maintain around town economy because you're only adding power when boost is built. You can drive normally and get relatively the same mileage, but when you get into the throttle you've got the advantage of having extra power on tap as the compressor builds boost. You will have to run premium though, and neither turbos nor blowers are cheap.

Number of different ways with a wide variety of cost and durability consequenses. To get more power, you have to get more air/fuel burned and/or do it more efficiently. Performance intake and exhaust systems will make the engine breathe better and provide small to moderate perfomance and economy gains, shouldn't cause durability problems and may leave your warranty intact. Bigger gains require things like supercharging or nitrous which WILL void the warranty and may destroy the engine/drive train. If you have 15k + to spend, contact Roush or Saleen. They have a lot of experience with Mustangs, can provide balanced and durable packages that will run as good as or better than stock.

Sorry, but power takes fuel. Anything you want to do that will be meaningful will cost in money and fuel. Just make up your mind how much you are willing to spend. A chip can be put in your Mustang to increase your power by about 35 horse power. Be warned, fuel consumption will go up. I personally don't think it is worth it.

The easiest thing is to keep the temperature down below 180º. Don't take the thermostat out. Drill 2 small holes in it to start and increase the size until it runs a little too cool for your climate. Use cereal box cardboard for replacement gaskets til you get it right. Very cheap and noticeably more horsepower when it warms up.

cat-back exhaust or cold air intake. thats relatively cheap, will free up some power and give you better fuel mileage. change the gears in the rearend to alter your acceleration or speed. port and polish heads. headers will work as well. most of these are relatively cheap and will provide decent power and almost all will give you a small gain in fuel mileage.

Performance costs money and you will not get it back when you sell your car. If you run your car hard parts will begin to fail costing you more money not to mention traffic tickets leading to higher insurance and possible loss of your license. If you have money to blow get a new intake & exhaust.
