my question is what does that mean if the person has their problems of being dishonest about money or transaction of value.

I don't really understand your question. Some people are born dishonest, some are just frugal and watch every penny, and some people learn that it's easier to steal than it is to do an honest day's work. There's a lot of people out there and there's at least one of every kind.
