A mentally retarded lady asked me to have sex with her, & I didn't know whether I should've reported her or not.

Reported her for what? Are you of age?
My response would be to decline politely, and I'd probably see if she had a caregiver who needed contacting. I'd be concerned for her safety. Making overtures like that is dangerous.
If you're underage and she's not, maybe it's a technical violation of the law but really...no harm done.

Mentally handicapped people can not be held accountable for most of their actions. And most of the time they are totally innocent in their thinking.
If you had a mentally handicapped person come up and ask you that type of a question then what you should have done is politely turned them down and then tried to find out who their caretaker was and then very nicely told the caretaker what had happened.
The handicapped person is putting themselves in danger by asking strangers that type of question and some cruel person could take advantage of the handicapped person and hurt or kill them.
If you do not know who the caretaker is then your other option would be to call adult protection services and report it so that they can talk to the person and/or their caretaker about the situation.
