It's not what you know, but who you know. Two ways -

1. Get involved in a campaign and hope that you can work your way up to a position which is close to the candidate. It helps to get involved in a person's campaign early.

2. Get a college degree - no one will even talk to you if you don't - in either Communications or Public Relations. Hopefully, you can find a job at the state level - perhaps as a p.r. person for a governmental agency - and get out there and meet people and get to know them. Kiss up to the right people in other words. After you've gotten to know them, let them know what you'd like to do - and it wouldn't help if you had some writing samples to show someone - and hope they'll at least read what you've written and show it to whoever is in charge.

Yes, pretty much.
A lot of the political speech writers have been with the politicans since their early campaigns and the writer took a chane with the candidates. Some are transplants from other politicans and groups because the politican left office and his people were offered jobs with others.

Some of them get hired the same way as anyone else - through a resume process and writing samples.
