THIS IS WHAT STEVE GIBSON TERMED "INTERNET BACKGROUND NOISE' (PART OF IT, ANYWAY).
HACKERS ARE ETERNALLY GOING THROUGH THE INTERNET (AUTOMATICALLY, AND RANDMLY) AND WHEN THEY HIT AN ADDRESS THEY 'RATTLE THE DOORKNOB' JUST TO SEE IF ANYTHING IS UNLOCKED (OPEN PORT) THAT THEY CAN GET INTO.
ALSO, VIRUS/MALWARE HAS ACTUALLY BECOME VIRTUALLY ALIVE ON THE NET; THEY AUTONOMOUSLY SEEK OUT WARM MOIST PLACES TO BREED IN (YOUR UNDEFENDED COMPUTER) FROM WHERE THEY SEEK NEW PLACES TO CONTINUE THEIR ASSIGNMENTS.
BEST ADVICE: TURN OFF THE NOTIFICATION SEGMENT OF YOUR FIREWALL (ZONE ALARM BY ANY CHANCE?) AND IGNORE THESE, THEY WON'T EVER GO AWAY AND AS LONG AS YOU HAVE INTERNET ACCESS WITH A FIREWALL YOU WILL BE OK. NO CONNECTION TO INTERNET? NOT TO WORRY, UNLESS YOU HAVE ACCESSED UNDEFENDED AND GOT MALWARE TRYING TO GET OUT. THIS IS THE MORE NEGLECTED OF THE FIREWALL FUNCTIONS, AND CAN TELL YOU WHAT THE HECK IS INSIDE TRYING TO GET OUT.

A remote computer can't attack yours if you are not connected. You have something else going on. Sounds as if you have spyware or some such running on your computer. What program is generating the "blocked " message?
