In my state, you dont need parental consent, but in yours, I'd say go apply for a liscence.

Take the parent with you when you go to apply for the license. This has to be within a certain number of days before the wedding usually 3 to 5 days and is good for 30 days. The parent has to sign a parental permission slip.

I would guess if you have parental consent, the parent could go with you to whoever issues marriage licenses in your area. They should be able to tell you what paperwork needs signed. The only potential difficult I see is ID for the out of state parent. See if you can have that parent send a limited Power of Attorney allowing the local parent the sign for them.

Depends on the state. In most states if the parents have joint custody, then both have to sign.

I got married at the age of 17 (still happily married) in Illinois. My mother and I just went to the court house and she signed the consent and we got our license. That was over 30 years ago.
