The little prince is the ruler of his own world.
He is not a king because he is childlike. Wherever he goes, he is not concerned about others, but only about himself, what he wants to know, what he wants. In fact, he can't see or imagine the troubles of the adult narrator. In this he is like an innocent young child. He does not yet know that he is not the center of the universe.

The author does not say but he does mention conversations with the little prince that are not revealed in the book. Perhaps this information came from one of those conversations.

In addition to First Dragon's answer, the Prince also has a servant in the narrator. He does the Prince's will. This is all a literary concrtuct, but First Dragon's reasons hold true.
It is a beautiful tale.

I would expect the book to be small, and contain secrets.
