Women don't seem to like you, do they? It's not them in general. It's not men in general. It's you. Of course they could also be trying to say in a nice, non-verbal way that they're not interested. Men like to think that all women are flirts. That's just how we're perceived.
Anyway...if you had said more, maybe I'd be able to help. But for now, all I know it that women fold their arms when they're looking at you.

Because a lot of men stare at our breasts, so we get pretty uncomfortable and annoyed..and to show annoyance we do so, so it's like we are saying: We know you are staring and we don't like it!

hah, well ive done it loads of times i fink i did it because i wanted to look cosy and at the same time i felt good lol, its weird u asked that question i cant seem to remember now , but o well i did it because i was nervus loving it (depending wha they looked like), and just looking unshy

its a defensive body language their basicly saying "i find your gaze threatening so im hiding my self till you go away"
try not looking too overtly and try to catch teir eyes rather than gawping like a letch.
