It's a euphemism. You don't actually rest in the restroom. And you don't always bathe in the bathroom. But both of these still sound much less rude than the painfully honest 'poop room.'

Well, you don't take a bath there. You can just go in and wash your hands, I guess. Or you might go in and comb your hair. So I think rest room fits as well as anything else. In Japan, they call it a hand washing room. I suppose there are other ways that people say it in other countries.
