The Who certainly don't need a new bassist. Pino Palladino has been playing bass for them since John died in 2002 and is a better bass player then 'Sir Paul' could ever hope to be.
Zak Starkey has been The Who's drummer since 1996, although not a full time member of the band due to the fact he plays drums for Oasis. So, while there maybe room for somebody else to step in on a permanent basis I find it hard to believe that Pete would be willing to settle for Zak's dad.

As for a band name, how about 'The Money Spinners'? Or 'Get Fooled Again'? Or 'Why'? Seriously now though, a name with some deep meaning (as if those first three don't have meaning!) should be found... something short and snappy... something edgy... something like 'Strawberry Jam/Cream Cake' would be a good name for such a delicious combination. Sweet...
