Pre-shrunk means that: it won't shrink again. The only thing that might help is the following:

1. Wash the cotton item in cold water.
2. When you remove the item from the machine, snap it. Do this from all sides of the item.
3. Ask someone to help you stretch the item. Pull every which way.

Keep in mind however, that if it's already pre-shrunk, every time you wash it again, you'll have to repeat this process, as it will have a tendancy to return to it's "pre-shrunk" shape.

Stretch it while it's still wet, after you take it out of the washer.

when it comes out of washer, snap it, and hang it up wet.
