Place the file in c:\windows\system32
Go to a command prompt and type:

regsvr32 c:\windows\system32\shlwapi.dll

Note: Yahoo Answers may not show the whole line above but the file exension should be .dll and not 3 (...)

You may have to unregister the old version. If that's the case use:

regsvr32 /u c:\windows\system32\shlwapi.dll

Go to System Restore and set your computer back to before you started doing this. Never do a download a program unless you make a System Restore point just before doing the download. This will save a lot of future headaches.

Don't try to manually install a .dll file. Just uninstall your internet software and re-install it.
