Fred of course for a boy means peace-keeper

"Pascal"/"Pascale", to sort of retain the Latin sound of the word "Pax", maybe. (But it doesn't actually mean 'Peace'.)
Otherwise, you're limited in "English" to 'Irene' for a girl (Greek Goddess of Peace). You might try 'Rene' for a boy and Renee/Irene for girl.
Or, be like the stars with their "Tiger Lilly's" and "Moondrops", etc - and call him/her "Peace"
