Most of the time I try to be fair. if they are underdog because they have lack of experience or knowledge, I will root them. But if they did something bad and it caused their ratings to go down, I can't root them it won't be fair with others.

Not necessarily so. I 'root' / encourage the person who is applying themself the most. The person who ' wants it ' for the right reasons.
If the person is 'weak' minded and 'meely', I wish them well, but would not want a person as that 'winning' to be in place to head any program or represent a group.
If that underdog has valuing confidence and decency...then I root for that person.
