Hey Kat, go to: http://new.photos.yahoo.com/
and upload any photos you want. If you're adding a collection, type in a name for a photo album. After this has been done, go back to your YahooAnswers profile and click the edit my info... there should be 3 options.. avatar, pic or none. Under pic, it should tell you to pick one that you had previously uploaded.

add the picture in your 360 account then choose to use it instead of an avatar.

create a 360 account through yahoo

through yahoo360 if u have account there brows a pic that u like
then make it as primary pic and use it in yahoo answer

You need photobucket or something similar that holds your pictures. Try the computer question section for someone who really knows this stuff.
