To de-frag, go to Start>All programs>Accessories>System Tools>Disk Defragmentor. Defragging will likely take several hours, so try doing it at night while your sleeping.
To clear cookies, go into your internet options screen (go to Internet explorer, go to your "Tools" menu, and select "Internet Options") There will be a button there that says "delet cookies".
When your done with those, you might want to continue your clean up efforts by uninstalling all the programs you don't use any more. That usually frees up a ton of drive space and speeds your machine up.

Defragging is a good idea, but cleaning out the computer goes along with it. Start by cleaning: click on Start, Programs, Accessories, System tools then Disk Cleanup. Let it find all the cookies, the recycle bin, and remove everything it finds.
Download and install Auslogics Disk Defrag. It works in a third of the time of Windows defrag.

Then clean out an unseen file called the resolver. It collects mouse clicks, etc., from the internet and can really slow things down. Click on Start, Run and type cmd When the DOS screen comes up, at the end of whatever line the cursor is on, type
ipconfig/flushdns It will flush and clean this file and come right back. Click on the black X in the upper right corner of the DOS screen and you are back to your Windows desktop.
All these things will greatly help the computer run better, faster and more smoothly.

Along with what the previous post suggested you might want to go to download.com and download Ad Aware (it's free) and run that to remove any spyware and additional cookies or other programs running on your computer. It really speeds up your computer once you remove all the stuff in it.

If you have a maintenance wizard, once you go to system tools you can set that up on a schedule to scan, deletes temps and will de-frag. Then if you still want to f- disk your comp. and start over its a few easy steps just make sure you backup all things you don't have operating disks 4.
