For makeup tips I love makeup411. This site breaks down all the celebrity makeup how to's from TV, movies, etc. They tell you what products, shades, and how to apply the makeup to achieve the look. It's also a lot of fun to read.
For hair I think the Matrix site is excellent showing you what styles of hair and what products to use to achieve the looks. They also give you get celebrity hair-do tips as well.

black eyeliner and mascara, then a tan or brown eyeshadow on the bone of your eye. and white suitable under the brow. then a sprint blush, and your waiting to bypass. thats what i do every day, and each so often a sprint bronzer cuase I even have relatively honest dermis
