It depends on where the break happens and what nerves are damaged. Hanging is fatal because the noose chokes you and prevents breathing. Not everyone who hangs breaks their neck.

when you are hung then you are choked to death. when you break your neck your neck doesn't have the right support. having the wrong support is not fatal.
