Being that this is New York and one of the biggest publisized issue is that no child shall go without health care, one would think that not having insurance for children is neglectful.
I dont know and would like to find out if my thinking is correct.

There are different types of health care.
Not all jobs offer health insurance, there fore it wouldnt be an option for their employees.
For the ones that do not have that option, there are different ways to get it. One is thru a private carrier, and unless you make a lot of money, (which is most likely not the case, or the employer would offer it), it would be too expensive. Another form would be thru the state, or low income-free clinics.
So as to your question, having insurance is not always an option.
However, health care is an option, and it would be neglectful to not give the child the required health care.Threre are too many options out there for the child to do without medical care.

It is neglectful not to seek medical care when your child needs it.

Having insurance just makes that a little bit easier, but you can still get medical care without it.

Denying your child medical treatment is, but not having insurance isn't. If you have insurance and don't take it out on the kids that is morally wrong. There are women where I work that don't.

Yes, children are entitled for a medical insurance even if you can provide other means for health care.

Personally no matter what state, every child should have medical insurance , its the parents responsibility to ensure this.
