You are out of luck. That stuff stays in boots as do other oils. You either live with it or get another pair of boots. You can minimize it, but not get rid of it. My socks still get stained from oil and coolant from work. I live with it. They are work boots. Just make sure that you aren't living with a dangerous chemical. One guy "cleaned" his expensive boots after a chemical spill only to die painfully at a football game hours later. I doubt you have to worry about that with motor oil. Just be aware of what you spill on your clothes. Sometimes it's better to throw them away.

though it seems somehow hope less u can put some comfort( the liquid that is used for washing clothes ) in a cup and ad some water than bring a toothbrush insert it in the cup, and brush the boot with a circular motion this would be enough.
P.S. by doing so u'll decrease the dirt and don't forget that by using the boot daily the dirt will not be noticeable since the whole boot will get some dirts, and don't try to put heavy chemicals it just won't help you but make the case more bad

car oil?? thats a hard one.. well are they suede or leather? im guessing suede and in that case it would seem nearly impossible.. i would try some hot water with Dawn dish soap .. wash the shoes with a toothbrush in a circular motion.. i know it sounds funny.. but try it =)
