No. This isn't offensive. It is meant to be a well-wish. I wouldn't be offended of someone wished me a Happy Hanukkah or Kwanzaa.

A secular Jew myself, I am open-minded enough to appreciate Christmas; I revere the traditions of Christianity, even though they’re not my ancestors’ traditions. But too many so-called Christians are proving they don’t have the same open-mindedness. Where is their respect, their reverence, for all the non-Christian traditions of humankind?

Happy new year is offensive because it isolates all of the other past years. You never hear "Happy old year". It is upsetting that this continues in this day and age especially in the USA.
