I don't think any two or three people would agree on the answer to this question. There are so many factors to weigh in.

I have read and heard that Warren Harding was a pretty lousy president. And certainly Richard Nixon had Watergate. Bill Clinton was a good president, I think. Just not a good man.

My final answer is President George W. Bush.

In Oct 2005 Physic Forums asked "Worst US President of the 21th century" Nixon was #1 and Taft #2. Today, my opinion is Nixon #1 followed closely by G.W. Bush.
