For class I am making a bill to reduce global warming. In the beginning I have to say,
"Introduced the following bill, which was referred to the committee on...(fill in the blank)."

first you'd have to specify if it was an HR or an S

I'd probably go with the Commitee on Energy and Natural Recources

That's how you write a bill. I was on my Rules Committee in law school and was a Legislative Aide for Representative Michael D. Bishop. And the Rules Committee is always responsible for bill submissions.

If you want to introduce a Senate Bill, go to the Senate Committee on Environment and Public Works. If you want to introduce a House bill, I would go to congress' website and click on committees.

I think the Environmental protection Agency is a good resource. The way a bill is moved to the floor for a vote is through your Representative. It takes some power to push for an action to your bill and partnerships and your Representative can get your bill a review. I am not an authority but the other way is to petition to be heard.
