how do I get a url to point to my server at home?

I have Xampp and I want to know if I need a dynamic DNS program to point to my IP address. Also, what can I use to get a url to point to my IP address?

Yes, dyndns.org offers a free service to set up a dynamic domain name. If you have a modern router there is a place to enter your DDNS info. Then the router acts as the client, changing your IP your dynamic domain name points to whenever necessary.
You may need to do some Port Forwarding depending on what software you want to access.
