Like the previous person said in some states and provinces it is illegal to buy let alone own a turtle. In Ontario for instance if you are found to be keeping an in dangered or at risk species of turtle you can end up with a huge fine and/or jail time. But next door in the province of Quebec they sell turtles at local pet stores.

I've seen some only occasionally. Turtles can be a dicey animal to sell, as there are tons of laws regulating their sale and breeding. For example, in Indiana is is illegal to sell turtles under 4". Also, aquatic turtles aren't an easy animal to care for, and ones like the red-eared slider and the painted turtle get big--we've got several that are a foot across! As for when they'd sell them, their stock comes and goes, but a lot of Petsmarts can let you know when they expect to get some in. If you don't want to wait, you can see if your state has a monthly reptile show. That's a great place to get reptiles from people who really know what they're doing.

Lots of them do sell turtles, they just might be out right now. Check your local laws to see if it's legal to keep them (some species might be illegal or it might be illegal to sell them).
Check http://www.petfinder.com to see if there are any for adoption in your area, or look for a rescue or turtle society at www.anapsid.org

Mostly because Petsmart and Petco generally aren't very good places to buy pets. Pet food, supplies, cages or tanks; those are fine to get there, but I would get pets directly from a breeder or a specialty store.
