Run them both at the same time. As soon as the 7 minute hour glass completes, start cooking the eggs. That would leave 4 minutes in the 11 minute hour glass.
As soon as the 11 minute hour glass complete, start it up again immediately. As soon as it is finished, 15 minutes would have passed by, since we have our 4 minutes from the start, and 11 minutes overtop of that.

Start both of them at the same time you start cooking the eggs. When the 7 minute timer runs out, the eggs have cooked 7 minutes so flip this one ever immediately.
Now, when the 11 minute timer runs out, the eggs have cooked for 11 minutes and the 7 minute timer has run for 4 minutes. Therefore, flip over the 7 minute timer and let it go for its remaining 4 minutes. When the 7 minute timer runs out again, you will have perfect 15 minute cooked eggs.

start both together. when the 7 min one is finished immediately turn it over and start again. this will give you perfectly cooked 15 minute eggs. But I think they would be extremely hard and well over cooked

Start both timers at the same time. When the seven minute timer runs out there will be four minutes left in the eleven minute timer. Restart the seven minute timer. When the eleven minute timer runs out, the seven minute timer will have gone for four minutes and have three minutes left. Turn the seven minute timer over so that it will start timing the four minute side and start cooking your eggs simulltaneously. When the four minutes is done from the seven minute timer, turn the eleven minute timer over and go for 4 + 11 total.
Oh yeah, Puggy's is easier and better.

There are lots of problems like this. I find it helpful to look at sums and differences:
11-7 = 4
and
11+4 = 15
This gives you an idea of what to do, I think...
