Yes,
You need a fairly fast conection maybe T1 and
a static ip or a service that keeps Your ip updated.

e. g. http://www.dyndns.com/ provides that.

Server software is available as feeware.

Technically yes, if you turn it into a server. But it would be the slowest, site on the web, plus you could only handle a minimum of hits at a time. and you wouldn't be able to use it for much else.

Yes. You'll find a folder in your Home folder named "Sites". Open up the page in that folder for more information.
