The resistor pack in your heater is burnt out so it only works on direct current (full). And if its burning oil your engine is knackered.
Sounds like its on its way to the scrapyard.

there is a resistor usually on firewall which burns out. need to replace. About 20-40$.
Has oil burning come on sudden? maybe a oil ring broke. otherwise it is wear and tear

if it is just the heater motor that works on high only then its probably a bad rheostat or blower relay burning oil could be rings or valve guides or any number of things

your heater resistor is bad replace it with a new one there not very expensive for the most part.
try a oil additive ,or a heavier grade of oil

A resistor on the fan switch is burned out.
A car can burn oil for any number of reasons.
