It lets you upload artwork to show to anyone and get comments too. It doesn't allow for music uploads though I don't think.
Myspace could also work as well, you can upload both your music and your art to it. To upload music to it, register with MySpace music (or in other words as a band/musician).

Myspace is the best free networking site to display your art and music simultaneously. You can put some serious time into finding a good layout by googling it and borrowing CSS code. Some folks have completely customised their myspace site, and it looks like a unique subdomain all it's own.
However, there are also free hosting sites that allow for limited bandwidth of your own copywrited material. I'm using awardspace.com to host my webcomic, and it's free, but I have to use photobucket to host my deep linking images.
Since you would be interested in promoting your work, I'd still suggest myspace.

Myspace is great because you can upload your music and premote it to the outside world. You get honest opinions about ur music from people. There are actually people on myspace who add you to help premote you such as "punk goes acoustic" etc.
You could also make a piczo site, and upload your music from that (either manually or using youtube). Then just give out your link, and people will eventually start looking at it.
Both are free, and effective in their own way. I hope this helps :)

There is a collective called DeviantArt on the web where you can show off your work. Don't be put off by the name: I think that the title results from the fact that most of the artwork is digital, futuristic, and non-mainstream. I couldn't access the site just now but it gets a lot of traffic. I think it has links to similar websites you can join and show your work, also with forums to discuss subjects and technique.

you could always create a blog/myspace and post your work that way. If you want your own website, gotta pay money.
