It is a scam. You have adware on your computer. Go to www.download.com and get the free copy of AdAware and run it. It tells you that you can upgrade for $20.oo but the free version is the same thing. Its just that you have to run the free version manually whereas the paid version is active all the time.
Run it and delete all the junk it finds.

First, don't click on any link from that pop up. It almost certainly is a scam. and might just wipe out your registry. do you have a pop up blocker? if so enable it. if not, try deleting your temp files, your history and delete any cookies from that site (and any other ones you don't recognize)

Dont go for it,and leave it well alone.
Go to cnet.com and click on downloads ,(they are free) and choose registry mechanic basic version, and it will tidy up your registry.
