It's a type of negotiation. How should Congress settle its differences and pass legislation? Oh, I get it! When the Republicans controlled the whole deal, there was no need for bartering, the Republicans just voted the party line and their numbers carried the day.

So the answer you're looking for is a one party state consisting of an extremely strong executive and rubber - stamping legislature. It's that or "logrolling"!

Gosh, I hope logrolling isn't "wrong".
