Federal Government offices will be closed. That means, The capitol, the Post Office, Federal Courts, and federally oriented agencies like the Federal Reserve bank. (So, banks insured by the FDIC will be closed, too.)

Each state has the option to close in remembrance or not. State and local agencies (Courts, DMV, libraries, etc) typically follow the State's lead. So, in CA our state offices will be open. I work for a county government, and we'll be open.
