There may be a checklist, I would go to askjeeves.com and type in your question.
However, a few things to remember are know your target market (who you're going to be selling your product to), remember that your customer always comes first. And I would start a budget, research prices for machinery, equipment, etc. and start one.

There's a great book out called "6 Week Start Up" by Rhonda Abrams that I bought at Barnes and Noble, it has a lot of little points that get overlooked in it, I found it really useful.
