The first thing to do is consult your lawyer, who will be able to advise you on what to do next and how to start court proceedings to get your child back. I'd also make a report of child abduction to the police.

First, get it logged into the system by contacting your local authorities. Some may try to pacify and write up domestic
dispute, etc....make sure they get it right on the complaint
form as abduction and missing person....and make sure you get a copy. They are required to notify/contact the FBI as the child was taken over state lines. You will have to be an advocate for your child and keep on top of it as there are a lot of cases , not unike Mr. Walsh.
I honestly don't know other avenues, but here are a couple of websites you can research:

http://www.globalmissing.com/
http://en.wikipedia.org/wiki/Child_abduction
Unfortunately, the only personal case I know of is a friend who was lucky enough to have married a man whose father was a
millionaire. He simply wrote a blank check, handed it to her and
she went directly to the FBI and said whatever it takes. They filled it in for $50,000 and she had her son back within 1 week.
Amazing what money can do.

It may be kidnapping, only the FBI jurisdiction ends at the start of the oceans. Or our countries boudries. There are many Child help groups. You can find one in your state by doing an internet keyword search.

It's called kidnapping. Report it to the FBI immediately. Contact the missing and exploited children's group. Get pictures out.
