I see you've already bled the system so a couple of the answers above won't help.

As you've bled the rad you will need to check the pressure and top it up as ncessary.

If your pressure is fine then its not a topup problem.

It sounds like it need balancing, maybe you've turned up some of the downstairs radiators as the weather has got cold.

Does it heat up if you turn off the downstairs rads ?

If so, its just a balancing problem. Try turning the downstairs lockshields down a half turn, and open the top lockshield a bit.

Get a radiator key from a hardware shop. There will be a valve at the top of the radaitor in question - at one end - the key will fit this.

Get and OLD towel and hold this under the valve. Insert the key and turn gently to open it slightly. Any air in the system, will start to escape( you will hear the hiss).

As the air leaves the raditator, it will fill with water from the rest of the system, so keep allowing the air to escape until you hear it begin to bubble.

When it does, quickly tighten the valve again to prevent any liquid escaping - if it does, blot it with the towel and ensure the valve is closed.

If you get all the air out of the raditator, it should start to warm up.

Your system has a peep of a leak and has lost pressure . Look under your combi there should be a filling loop , its a flexible pipe with a valve at either end , open them both and put water in to around 1,2 - 1.5 bar on the gauge on the front of your combi then close them both , after which bleed rads and then begin to look for your leak , mostly found by spotting green furry **** on your copper pipe around joints :O) . Its easy dont panic over it . Once you find the leak NOW call a plumber and say solder this joint here and I dont want any bull . Now its a cheap repair .
