This is really a great question! Yes, vertical stripes do make you look taller or thinner, to a point. And yes, horizontal and diagonal can make you look a little wider. The point about stripes is that you can make them work for you. Think about the effect you want to make. Really, its just an illusion, but sometimes, us girls need a little of that now and then.
The really important part to begin with is: what kind of body shape do you have? Let's take the pear shape that so many have. Say you want to create the illusion that you have long legs. The verticals go on your legs. Usually with pear shapes, the bottom is bigger than the chest. In that case, you can use horizontal stripes to enlarge your chest area. It works, too. Diagonals are for brave women to my way of thinking, but it can be done. Remember that with diagonals, the color difference is what draws the eye of a jealous girl. She will be jealous, because you will look great!
For starters, wear a diagonal with just 2 colors, a light and a dark. Now, look in the mirror. What affect are you aiming for? What part of your body do you want to accent? Light for waist and upwards to draw the eye towards your face, darker below.
Its usually best if you don't combine the verticals with the horizontals with the diagonals. Leave either plain color or print to contrast the lines. Its AMAZING what you can achieve with properly placed stripes and if you succeed, the other girls will, indeed, be jealous!

Horizontal stripes make you look wider (heavier) unless you are very thin; in which case, you'll still look very thin. Diagonal stripes can be used to hide certain figure flaws such as a large waist, small/large bust line, or large hips, but it seriously depends on what kind of stripes and where they fall.

Vertical stripes don't make you look taller, they make your waist look a little smaller and defined and makes your torso look longer. Horizontal stripes will make the waist look wider.

Horizontal stripes make a person appear wider.
Diagonal stripes can be slimming, and also make outfits a bit funky.

Horizontal lines make you look shorter and bigger - sometimes useful in the chest area, but not so much in the waist or hips area. Diagonal lines or "v" lines are slimming.
