help with computer desktop?

on my computer it wont let me move the bottom bar on the screen down like i can on my other computer how can i fix that

right click on the task bar and uncheck the lock the taskbar option.

uh, your start menu bar? right click in the middle of the bar (not on the start button itself or any open windows) and uncheck the "lock the taskbar" option. now you should be able to move it and resize it. i would lock it again when you're done so it doesn't accidentally get moved
