Governents put tons of money into programs, but the reality is that the best changes are made by people living in each society. They know what changes are needed.

People change their area's for the better, not goverments.

Example: There was a older black women on TV who the Extreme Home make over team chose to help. WHY? Because without money she made a difference in her neighborhood and community.

HOW? She helped children with their homework and gave young people a place to come and play and do their home work while parents were still at work. She helped by the gifts ofher self and did more for that area then any government program could have.

I've seen taht the government programs often only makek this worse, because tehir are so many condition, so many rules, that the very people who need help, want help, don't get most of the money down to their needs.

You can always stand around saying GOVERNMENT GIVE ME THIS or you can find people in your area who want to make changes. YOu want resources, get people in your area to volunteer their time. One person may be a great painter. one may know now to raise funds. People can all keep an area clean and it doesn't cost them a dime.

Plain and simply there could NEVER be enough government help, it's a never ending need, but when peole in a community agree to work with what they have, resources begin to open up to them as they do all they can to make changes themselves. You won't want voilence, you help make laws that severely punish violent offenders, you don't allow fear to keep you from turning criminals into the police. You work together as a group of good people, to kick the bad people who refuse to change out of your area. You work with what resources already excist and then when you've done all you can, when the people of your area have done all you can, you work together to find and bring the needed resources to you.

I've lived in what you call ghetto and the ghetto stays that way, becuase people want everyone but themselves to bring in the fixes, instead of doing everything they can for themselves to bring about change, which change usually brings in what resources they can't provide for tehmselves. Mother's who need child care, why don't those at home volunteer to help them out for free so they can get a better job, go to chollege. People who get out tend not to come back and help.

You go to non-ghetto areas you have neighbors watching out for the good of neighbors. You have people who'll raise money together for what they need. You have people who get out and help each other for free as often as they can. You have people who do all they can on their own, before expecting things of the government. It has more to do with mentality of personal will and drive, then money. Money helps, it will never fix a place in which the people won't do as much socially for their own neighbors and community as they expect others to do for them.

If you have this question, ask yourself this instead. What do I do each day to improve where I live. Who do I extend myself to help without expecting something from that person in return. How can I help to make where I live better. Greatness, and change being with the smallest of steps, of actions.

Since when is the government responsible for behavior? The people who live in so-called "ghettos" are the ONLY ones who can do anything about their conditions in life. It's time they got some positive role models and raised their standards. They shouldn't expect the government or anyone else to step in and help them make better choices in life.

Why should the government do anything when so few people in those situations do little to help themselves? It will remain the same until a larger portion of that population decides things are going to change and then acts accordingly. If people would use the energy they spend looking for hand-outs and making excuses on actually working and making progress, their situation would remedy itself.

The government does too much, it could offer guidelines but, should stay out of making so many laws.
And that situation should not be the governments business, it should be up to the neighborhoods to get together and better themselves, perhaps with professional guidance.

I think the people living in the urban societies don't do enough to ease their own problems.
