The same reason they use buzz words like "web 2.0." It makes the article/topic sound more interesting than it is. (To some readers, anyway.)

A Hacker is a person or a group of people who try to break the security of networks to use the network resourses for illicit work.
A cracker is a person or group that breaks copy protection on programs to promote the free use of illegally copied software and music and movies.
Sometimes these same people or groups switch and start working for companies and government agencies and they get the title of Network or Software Security Expert.

as u said.. because they are EXPERTS.
also they can be Intruders..
getting ur ip, start spoofing "for example", attacking ur machine and get in !!!
see what are u doing right now, or stealing some data from ur hard disk.. they may cause some damage to u and u may get hurt.
but hackers and Crackers in 90% are Fans..
and the real Experts "who works in big companies for example" are not used to attack or use their knowledge for damaging other machines with no reasons or for fun ;)
need more ?
search Wikipedia for Hacker and Cracker

The terms network & security experts tend to be used to describe a professional or a career; it does not evoke the thoughts of a criminal.
The terms hackers & crackers tend to be used to describe a criminal or criminal activity, with the latter definately being so.

.
Nothing special or great with that.
Why persons guarding houses or companies are called securities? coz they are securing something.
Likewise Network & Security Experts are called Hackers coz that is their job.
And note that Network & Security Experts are called hackers but not crackers, coz crackers are someone who are doing the same job but for an unofficial or destructive cause.

They're often accused of being hackers etc because they do "hack" systems that are supposedly secure, and then notify the system's operators of the vulnerability so they can patch it. They're not malicious as they are often made out to be.

no all the times they are called that, but take it this way, if you design a network or security software, you would want it to be secure. So they have people try to break in to find the holes and have that patched or fixed

Its often that the FBI as well as tech companies will hire people who were formerly involved in criminal hacking.
Because those people were able to get around security they are good and companies and government know it.
Sometimes it is even part of their legal situation.. FBI says.. ok help us and instead of doing prison time we will give you probation etc...
