If you're in the UK, you need to become a licensee and the license has to be granted by a court. They do background checks etc.
Not sure on the age requirements, I would guess 18 but more likely 21.
You'll also need to pay attention to Working Practices, Health and Safety, First Aid, Hygiene, liability insurance issues etc. There are more legal requirements if you employ more than 4 staff. It's a minefield!
You also need to work very hard (late nights and early starts). Running a pub is a lifestyle choice more than a job. My ex boyf. had his own pub when he was 26. He loved it. Good luck with it.

Of course age is a factor, of good character, sober and an upright citizen and free from any criminal convictions is a first priority. Then you have to convince the licensing authority and the police you will run an orderly house.
